Dr. Roy H. McNeil
Chief Food Storage Officer

Roy McNeil began his career at the FSPID in 1998 as the Senior Food Storage Scientist managing the Training and Information Unit. After serving in that unit for six years, he assumed duties as the Chief Food Storage Officer (CFSO) in January 2004.

Dr. McNeil's responsibility as the FSPID's CFSO is to ensure the efficiency and effectiveness of the Jamaican government's regulatory and surveillance programme in food safety. He also functions as advisor to the Ministry of Industry, Commerce, Agriculture and Fisheries (MICAF) on food safety matters.

During his tenure as CFSO, he has overseen the FSPID becoming the first ISO/IEC 17020 accredited inspection body in Jamaica and the second in the English-speaking Caribbean. In addition to this, the long-awaited amendments to the Food Storage and Prevention and Infestation Act of 1958 and Regulations of 1973 were drafted and enacted under his watch.

Dr. McNeil has a DBA from the Edinburgh Napier University (Edinburgh, 2019), a Master's degree in Business Administration (University of New Orleans, 2002), a Master of Science degree (University of the West Indies (UWI), 1997), a Bachelor of Science degree (honours) (UWI, 1996), an Associate of Science degree (College of Agriculture, 1991) and a post-graduate diploma in education (UWI, 2004). His executive education includes supply chain, logistics and purchasing management (2010), project management principles and practices (2009) and ISO/IEC 17020:2012/ILAC 15 (2016).

His professional training includes Sanitary and Phyto-sanitary Procedures for Agricultural Produce (World Trade Organization Workshop), Certification in HACCP (Canadian Food Inspection Agency) and Advanced International Training in World Trade and Conformity Assessment (Swedish Board of Accreditation). Dr. McNeil has conducted research focusing on investigating regulatory compliance: key issues in the management of food safety risk in the fast food in Jamaica.

He has served on many boards/committees such as the Pesticides Control Authority Board (1998-2003), Jamaica Agricultural Society (COA branch) as president (1993) and the Jamaica Quality Infrastructure Project and he was chairman of the Agriculture Health's Food Safety Committee (2007-2008). He also holds the position of adjunct faculty/external examiner for several tertiary level institutions in Jamaica. He currently serves as a director at Jamaica Exotic Flavours and Essences Ltd. and the National Commission on Science and Technology (2019-present) and he is a member of the Human Resource Executive Management Committee at MICAF (2015-present).
